To unlock the weapon RAT4 i need to "Gain 4 levels of resistance in total from any of the three regions to unlock it". Even though the save im playing on, which is my friends, which we have played on from the beginning, i can't get the weapon. The same goes for perks. As I recall there was exactly ONE modder who was publicly working on a multiplayer hack for the single player world in FC3 and even that wasn't finished and released. Four player coop was an option in Far Cry 3 so maybe that can be implemented into Far Cry 4 in such a way as to allow 4 players instead of just 2.
